called the base, denominated in
some unit - called the counter.
For example, POST /pairs { "base" : "WTI" , "counter" : "USD"}
will create the WTI/USD Pair
and initiate the orderbook. Participants can now trade in the
WTI/USD Pair on your NVCE
exchange.
